NSW Local Government Filming Protocol

All councils in NSW must follow the Local Government Filming Protocol.

The Local Government Filming Protocol sets out council's role in relation to filming in local government areas.  

Key points

  • Councils and Government agencies are required to approve screen projects. 
  • Filming does not require Council approval but activities such as road closures, parking regulations and environmental impact may need approval.
  • Depending on the duration of the project and location Council approval is sometimes not required for filming on private land/property.
  • Councils are expected to grant approvals for filming on council-managed land.
  • The only fees councils are allowed to charge are for services they provide such as application fees and direct expenses relating to approvals – generally only cost recovery.
  • Filmmakers are required to inform residents and the local community with filming details.

Update

The Local Government Filming Protocol 2009 is in the process of being updated.

Council decided to make a submission on the update, in December 2024. You can review Council’s decision and Report 13.10 for more information.

Information including processes, fees and charges will be updated on our website, once the submissions have been reviewed and the Filming Protocol update finalised by Screen NSW and the Office of Local Government.
